Online's the way to go. Target's website tends to have better stock and it saves you the trip if your local store's picked over. Plus, you can keep track of restocks easier.

Don't bother, local card shops and online retailers are way better for finding what you need. Target's too hit or miss these days.

Actually, Target never fully stopped. They just put restrictions in place. Now, you might find some stores with a decent stock, especially on restock days, but don't expect to walk in and find everything. Online might be your best bet for the rare stuff.
