Just fly around with an Oppressor MKII or a chopper, you'll stumble upon them eventually. Listen for a beeping sound, that's your cue!

I found all mine by accident just messing around in the game. They're out there, you just gotta keep your eyes peeled and maybe cause a little chaos while you're at it. Makes it more fun that way.
