In Tears of the Kingdom, the beginning shrines are scattered around the starting area, similar to Breath of the Wild. However, you won't find traditional "shrines" like before. Instead, the game introduces 'Remnants,' which serve a similar purpose for unlocking abilities and testing your skills. Keep an eye out for structures that have a distinct glow – those are your ticket to new abilities early in the game.
