Phobos, Saturn, Uranus, or Eris - any of these planets are great for farming plastids! Just find a good survival or defense mission and you're set.

Saturn, specifically the mission Tethys. It's a boss fight with Sargas Ruk who dishes out plastids alongside some decent loot.

Eris! Go to Zalba and farm plastids while crushing Infested enemies. Bonus points if you bring Hydroid for extra loot.
