You make Aerogel from Gel Sacks and Rubies! Gel Sacks can be found in Jellyshroom Cave, Deep Grand Reef, and around the Blood Kelp Zones. Rubies are plentiful in the Sparse Reef, Grand Reef, and Mountains biome.

Honestly, once you have a Seamoth or Prawn Suit, farm Jellyshroom Cave for Gel Sacks and Sparse Reef for those glistening Rubies.
Just combine Gel Sacks and Rubies. Gel Sacks are scattered near the Jellyshroom Cave and Blood Kelp Zones, while Rubies are found in Sparse Reef and Grand Reef.
