Gel Sacks are typically found in the Jellyshroom Cave, the Grand Reef, and the Deep Sparse Reef. Look near the sea floor for those purple, bulbous plants.

Just head to the Deep Sparse Reef, they are all over the place there! No need for fancy equipment.
Grand Reef is a good spot for Gel Sacks. They blend in quite well, so keep your eyes peeled.
You can find Gel Sacks in the Jellyshroom Cave. Just watch out for the Crab Snakes, they have a nasty bite!
Swimming around the Jellyshroom Cave, I've always had luck finding Gel Sacks. It's a bit spooky down there though, so bring a good light!
