Actually, they spawn more often at night, especially around the Paleto Bay area. Keep an eye out there after sunset.

Tow trucks are pretty easy to spot if you know where to look! The best spots are around the impound lots and in industrial areas. I usually find one parked at the LSPD impound lot. Just drive around those areas, and you're bound to run into one. Happy towing!
