From my experience, I found him near the Frosty Forest and the Windmill Village. It's all about being at the right place at the right time!
He pops up at night, often in the dark corners of the map like near the Demon Caves or Hidden Forest. Good luck hunting him down!
Muzan can spawn randomly at night in various locations across the map, so keep an eye out when the sun sets!
