You can deploy the Mobile Vehicle Bay (MVB) on the surface of the water. Just swim out a bit from your base, and right-click it in your inventory!
Pro tip: Deploy it in a calm, open area. Waves and clutter can mess it up!
Just swim out to some open water and deploy it on the surface. Easy peasy.
On the surface of the ocean! Just make sure there's enough room for it to unfold 'cause no one likes a cramped MVB.
