Check out sandstone outcrops in the kelp forests (AKA the Creepvine biome) for silver. They're pretty common there!

Head to the Grassy Plateaus or Safe Shallows. You can find silver in the sandstone outcrops scattered around.

Personally, I've always had luck finding silver in the Jellyshroom Cave. Tons of sandstone outcrops there! Just watch out for those crabsnakes.
