Check out the Grassy Plateaus and the Kelp Forests! You'll often find Seamoth fragments near those biome borders.

I found most of my Seamoth fragments near the Aurora crash site in the Grassy Plateaus. Just be careful of the Reaper Leviathan!

The Grassy Plateaus is your best bet. Just swim around the red grass areas and you'll find them quickly.
