Head to your faction's capital city, Orgrimmar for Horde. There should be an NPC giving out the Timewalking quest near Grommash Hold.
It's in Orgrimmar, usually around the Violet Citadel area. Find the NPC with the hourglass marker.
In Orgrimmar, near the portals, there's an NPC called Chronicler To'kini who gives out the quest.
