You'll find PDAs inside the abandoned Degasi Seabases scattered around both the Floating Island and the Mountain Island. Check near the living quarters and desk areas!

Make sure to explore the tunnels and caves inside the islands, too. There are often hidden PDAs waiting to be discovered.
