To get fish oil, you'll need to fish in the Plains of Eidolon. Then, take your catch to Fisher Hai-Luk to extract it.
Fish oil is just a byproduct of fishing on the Plains of Eidolon, then exchanging your catch with Fisher Hai-Luk in Cetus.
Just go fishing on the Plains of Eidolon, then trade your fish to Fisher Hai-Luk back at Cetus for the oil. Easy peasy.
