Actually, Knight Shin is easier to find than a clean toilet in the wasteland. Fort Atlas is your go-to. If he's not lecturing someone or standing with a stick up his, you know, then you might want to check if the game glitched out!

Knight Shin hangs around Fort Atlas, which is the revamped Atlas Observatory after the Brotherhood of Steel made it their headquarters. You'll usually find him on the ground floor, getting all serious about Brotherhood protocols. Just follow the sound of duty and honor; you can't miss him.
