Rayne Syndicate Tower is kinda tricky to find, but it's actually located in the northeastern part of the map. If you've got some Pals that can fly, it makes getting there a whole lot easier. Just keep an eye out for a tall, ominous-looking tower surrounded by less friendly Pals. Can't miss it once you're in the right area!
