The Steam settings menu is pretty easy to find - just open Steam, and click on 'Steam' in the top left corner of the window. From there, you'll see a drop-down menu - 'Settings' is right there, ready to click.

Honestly, it's like they hide it on purpose. But not really. Top left, Steam, then Settings. Can't miss it unless you're trying to.
