Check the quest log for Variks on Europa. He's got all the cool new missions, including The Ascent.

The Ascent is tied to Beyond Light, so if you haven't bought that expansion, you won't see it.

Go to the HELM in the Tower and look for any exotics quests from the War Table. They might point you to Europa.
