I always hit up the Jellyshroom Cave. Loads of Sandstone Outcrops there. Just bring a Seamoth, those crabs are not friendly.

Go to the Grassy Plateaus. Silver Ore is easily found in the Sandstone Outcrops scattered around. Just watch out for Sand Sharks!

Tbh, silver ore is like everywhere. Just look for Sandstone Outcrops in any biome but Safe Shallows and you'll be fine.
