Just run around to the back of the main area and look for a path leading up to the tower – easy peasy!
Spoiler: climb the stairs behind the well to the top of the tower.
So you gotta look for the secret portal in the Shepherds' main area. Once you find it, jump in and fly high to reach the big tower, and there you'll meet that sneaky fourth dragon!
