You gotta activate the wing cap first. Climb the tree near the castle entrance and hit the ! switch to get started.
Just go outside and look for the cannon near the castle moat. Aim high and you're there!
You can find the Rainbow Tower by going outside the castle and looking for a red block. Climb the tree to the right of the entrance, do a handstand at the top, and a ! switch will appear. Ground-pound it to activate the red block. Then, use the cannon in the moat to shoot up to the tower!
