Depends on the season, but when it is in the game, try checking IO bases or UFO crash sites for a chance to find it.
Sometimes, it's just pure luck. Open as many chests and supply drops as you can!
In my experience, the best shot at getting the Ray Gun is from IO guard drops during alien-themed seasons. Those dudes usually have one.
Just don't bother looking for it if it's vaulted. Check the current season patch notes to see if it's in the loot pool.
