Go for the Safe Shallows if you're just starting out. Plenty of resources, mild threats, and it's close to the life pod.

Near the Blood Kelp Zone if you want a mid-to-late game base. You get access to deep resources and amazing biomes, but it's definitely not for the faint of heart.

In the Grand Reef. It's deep enough to be challenging but has great resources and beautiful views. Plus, you get easy access to the Lost River.
