Don't forget about friendly NPCs you meet on your travels. Some of them sell weapons and ammo too.
I found some awesome gear in the black market areas on pirate-controlled planets. Risky but worth it!
Honestly, the best place to find what you need is Constellation's own supply depots. They always stock up well!
Check out the Trade Authority outposts scattered throughout the galaxy. They've got a decent selection and often some rare finds.
