Found mine near my house in the evening. They seem to pop up all over, but parks are your best bet!
Honestly, just walk around! I've found Eevee in the most random places. Luck is your friend here.
The nests rotate every couple of weeks, so keep checking local parks! Niantic loves to mix things up.
Try looking for Eevee during special in-game events too. Event spawns can make them more common!
