Finding a camera in Fallout 76 isn't like snapping a pic with your phone in the wasteland! You gotta look for the broken ProSnap Cameras or a Tourist who didn't make it (RIP). These elusive tourists with the camera can usually be found at major landmarks across Appalachia. Landmarks like the Mothman Museum or the giant teapot are good places to start. Happy hunting and don’t forget to smile for the photo!

From personal experience, I found my camera on a tourist at Wavy Willard’s Water Park. The poor fella was just lying there by the entrance. So, check the tourist spots! Those cameras aren’t gonna take their own pics.
