Honestly, I stumble upon Eevee the most during special events and community days. Keep an eye on those events for boosted spawn rates.
Eevee spawns mostly in suburban areas. Check out places with lots of PokéStops like shopping centers.
You can often find Eevee near PokéStops with Lure Modules. They seem to be attracted to those areas!
