Honestly, the best way is to focus on Derby tasks. I've gotten most of my permits from there.

Try participating in the Valley and completing daily quests鈥攕ometimes the permits show up as rewards. Good luck!
You should also check out the Farm Pass rewards if you haven't. They sometimes include expansion permits too.
You can get expansion permits from mystery boxes, mystery packages, the Valley, and as a reward from Derby tasks. Happy farming!
