If you wanna catch these little light shows, check places like the woods around Hyrule Castle or the area near Kakariko Village after sunset. They love the twilight, so that's your best bet for a firefly-catching spree!
I found a ton near the Fairy Fountain at night! It’s like they were having a party and forgot to invite the rest of Hyrule. Pretty easy to snag a bunch there for whatever potion or upgrade you're cooking up.
