Honestly, just do void missions. You'll swim in Forma after a while.
Forma often drops as a reward in Orokin Derelict missions and certain alert missions. Keep an eye out for those!
Forma can be found in relics, usually in the Lith, Meso, Neo, and Axi tiers. Crack those relics open and hope RNGesus is on your side!
Pro tip: Nightwave Cred offerings sometimes include Forma bundles. Check those out for an easy haul.
