You can find the Habitat Builder by crafting it! To do that, you need to have the fabricator and gather the following resources: a computer chip, a wiring kit, and a battery. Check your blueprints in the PDA!
Nearest wrecks around the Safe Shallows biome often have fragments for the builder if you haven't found one yet.
