Check underground tunnels and sewer areas in East Mall and Downtown East. The key boxes are usually mounted on walls and can be easy to miss if you're not looking closely!
You can find hyena keys in sewer areas. Underground tunnels work too. Just open boxes on the walls.
You can find Hyenas keys in the various underground areas and sewer entrances scattered across D.C. Head to these locations, and you'll often find small boxes mounted on the walls that might contain the keys. Good luck out there, Agent!
