Katie can be found in San Fierro, right at the edge of the Avispa Country Club golf course in San Fierro. Look for her practicing Tai Chi in the park above the gym at around 12:00-00:00 game time. Pro tip: getting Katie as a girlfriend gives CJ the perk of keeping his weapons after being busted!

I found Katie by accident while exploring San Fierro. She's at the golf course area mostly during the day. It's cool because she's into the whole 'health and fitness' vibe and has that nurse outfit. Definitely adds a unique twist to the game dynamics.
