Speaking from experience, I found most of my surtling cores in Black Forest dungeons. But Swamp Surtlings drop them too, so don't ignore the swamps!

Check out the Swamp biome too! Surtlings (the fire dudes) drop these cores when defeated. Hot loot, literally.
