Ah, the elusive Master Drill! To get it, you'll need to unlock the Lab by purchasing it for 10,000 Newbucks. Once you've got the Lab, head over to the Builder's Shop terminal located inside. You can then purchase the blueprint for the Master Drill with your precious Newbucks and make sure to collect those resources to craft it!
You won't find the Master Drill; you craft it at the Lab after acquiring the blueprint. Wham, bam, drill-a-slam!
