Tow trucks in GTA San Andreas are a bit shy but you can usually spot them hanging around in the industrial areas, like the Easter Basin in San Fierro and around the docks. If you feel like a road trip, check near Angel Pine in Whetstone too. They love those spots!

Just steal a cop car, get a wanted level, and wait. Tow trucks will come for you. Okay, maybe not, but you'll find them in industrial spots for sure.
