Ah, the majestic sea pancakes of GTA 5! You wanna find whales, right? Head over to the deep waters around the north part of the map, especially around the Paleto Bay area. Best bet is to grab a boat or a submarine if you can get your hands on one, and just cruise around. Patience is key - these big guys like their space, so they might take a bit to show up. Happy whale watching!

Honestly, finding whales in GTA 5 isn't as hard as it seems. I stumbled upon a group of them while jet skiing off the northern coast of the map. It's a pretty awesome experience, 10/10, would recommend.
