Crafting whetstones is also a solid option. You'll need a Furnace and some Copper Ingots and Stone Dust. Happy crafting!
I've found most of my whetstones at the Bandit Armory in Farbane Woods. Give it a good sweep and you're set!
From experience, Bandit outposts are your best bet. Got 20 whetstones in one run last week!
Honestly, just hit up the Bandit Camps. Those fellas always have whetstones lying around.
