Just stick to Miramar. It's pretty much exclusive to that map.

You can find the Win 94 in Miramar, El Pozo, and Pecado. It's mainly on the western side of the map. Happy hunting!

From my own experience, the Win 94 can also often be found in Los Leones and Hacienda del Patrón on Miramar. Keep an eye out in these hotspots!
