You can get a Board ID by completing the quest 'The Puppet Masters.' You'll need to ally with Sophia Akande and complete her tasks!

Head to the Ministry of Accuracy and Morale in Byzantium, then sneak in and grab an ID from the ID cartridge machine. Easy peasy!
