Honestly, just causing a bit of chaos usually does the trick. Light something on fire, and the fire department will show up in no time. Borrow their truck when they do!

Easiest way? Just dial 911 on your in-game phone and select the fire department. Wait a few moments, and a fire truck will come to you. Alternatively, you can find them chilling at any fire station around the city. Rockford Hills Fire Station is a good bet!
