The blue tablet is trickier. You'll need to craft it using a purple tablet and kyanite. For that, you'll first discover its blueprint in the Primary Containment Facility.
I got most of my tablets by exploring alien bases. The Mountain Island is a good start, then delve deeper into places like the Alien Thermal Plant. Grab the tablets whenever you see them!
Head to the Mountain Island (a.k.a. Quarantine Enforcement Platform). You'll find purple, blue, and orange tablets there. Just keep an eye out in and around the alien bases.
