Just to add to the above, you also need to reach rank 4 in both the Armorer and Science! perks if you're aiming to craft the jetpack. It鈥檚 a bit of a grind, but totally worth it for the views (and the convenience) of jetpacking over the wasteland.
Honestly, jetpacks are cool and all, but why not enjoy the scenery at ground level? With all the things trying to eat, shoot, or irradiate you, it's not like you'll be bored.
