Don't bother, the real loot in Fallout 76 is friendship... and caps. But if you must, Public Events are your best bet for the plan.

I got mine after grinding Public Events for what felt like ages. Stick with it, and you'll snag the plan eventually. Crafting it was a breeze after that!
