You can get wheat in Animal Crossing: New Horizons by buying wheat starts from Leif when he visits your island or from Nook's Cranny once it's been upgraded. Plant them, water them, and soon you'll have your own wheat supply!
Honestly, I just ask my friends to spare some wheat from their islands. It's way easier than waiting for Leif or hoping my local Nook's Cranny stocks them.
