To make flour in Palworld, you gotta find yourself a Grinding Station. First, make sure you've collected wheat from farming or exploring around. Once you have your wheat, head over to any Grinding Station you've built or found in the world. Chuck that wheat in, and bam, you've got yourself some flour!
