GTA 3 came before both! It's the granddaddy that kicked off the 3D universe of GTA in 2001. San Andreas is just its younger, cooler cousin that came later in 2004.

VC came first, no contest. Then SA expanded everything VC did, by like, a lot.

It was actually GTA Vice City that rolled out before GTA San Andreas. Vice City hit the shelves in 2002, and San Andreas followed in 2004, blowing everyone's mind with its huge open-world and compelling storyline.
