I'd say head southwest and then a bit west. Dive deep, and you should hit the Jellyshroom Cave, then go further to find the thermal plant.

As someone who鈥檚 spent way too many hours playing, I recommend heading southwest. It's deep, so take some oxygen tanks and a good flashlight!
