Well, if you're looking to buddy up on the same couch, the closest thing you'll get is Grand Theft Auto: San Andreas with its limited two-player free roam. Just remember both players gotta stay pretty close together on the screen, or it's game over for the fun.

Honestly, GTA wasn't big on split screen. It's all about that solo adventure or online multiplayer. San Andreas kinda had something, but don't expect much.

GTA never really had full-blown split screen. GTA: San Andreas had a co-op mode though, if that counts.
