Hands down, it's gotta be the Shadow Lugia from the Pokemon XD: Gale of Darkness promotional set. This beast boasts a whopping 300 HP and a 1000 damage attack. Though it's not legal in official tournaments, if we're talking raw power, nothing beats Shadow Lugia.

Actual gameplay-wise? The Zacian V from the Sword & Shield series is a powerhouse. With its Ability to draw cards and its Brave Blade attack dealing 230 damage, it's a staple in many competitive decks.

The Charizard from the Base Set, specifically the 1st Edition Shadowless Holo version. I know, I know, it's not the "most powerful" in terms of damage or HP, but in terms of value and the fear it strikes in opponents' hearts at casual tables, it's unmatched.
